I believe it is up to the prime as to whether they get an extension. They
are bound by a subcontract, so it would have to be approved by the prime to
get an extension.

When an institution receives an NIH SNAP R01 grant, under expanded
authority, is it allowable for that institution to prohibit carryover of
funds by its subrecipient? The NIH Grants Policy Statement states (under
Administrative Requirements-Expanded Authorities):
"For awards using SNAP, funds are automatically carried over to the
subsequent budget period."
Does this apply to subrecipients too?
