flow down of NIH expanded authority from grantee to subrecipient Laurie Chamness 21 Apr 2005 13:15 EST

When an institution receives an NIH SNAP R01 grant, under expanded
authority, is it allowable for that institution to prohibit carryover of
funds by its subrecipient? The NIH Grants Policy Statement states (under
Administrative Requirements-Expanded Authorities):
 "For awards using SNAP, funds are automatically carried over to the
subsequent budget period."
Does this apply to subrecipients too?
