The University of California, Berkeley, is the preeminent public
university in the country. We’re also one of the leading employers in
the San Francisco Bay Area. We are currently seeking a Financial and
Compliance Analyst for the Engineering Research Support Organization.

The Engineering Research Support Organization (ERSO) is the center of a
newly formed organization to consolidate administrative services of four
existing Engineering ORUs, reporting up to the Dean of the College of
Engineering. The total research expenditures administered by the
enterprise represents 25% of campus-wide research expenditure volume and
are growing at a 10% annual rate. The mission of ERSO is to provide an
integrated and effective research administrative center to support and
encourage healthy growth in the College of Engineering research enterprise.

The ERSO Financial and Compliance Analyst will be responsible for the
general operating budget of ERSO and financial reporting within the
organization. He/she will also be responsible for ensuring compliance
with federal, state, and university regulations, and for providing
comprehensive support to the Deputy Director, Assistant Dean, the
Associate Dean, and all ERSO staff and managers in the following areas:
campus compliance policies and procedures, administrative support for
funding of research, and a frictionless interface for funding of
research through the Sponsored Projects Office. The ERSO Financial and
Compliance Analyst is responsible for the analysis and interpretation of
campus and system-wide policies and contracts, and for the development
and implementation of ERSO policies and procedures related to awards
from federal and state agencies, local and foreign governments,
foundations, corporations, and other outside organizations. He/she will
provide expert analysis of pre-award processes and internal audits for
appropriate post-award management, requiring an in-depth knowledge
related to awards from federal and state agencies, local and foreign
governments, foundations, corporations, other outside organizations, and
agency compliance issues and guidelines for research administration.
He/she is also accountable for ensuring that ERSO is in compliance with
research regulations beyond the financial component. In addition, the
candidate must monitor changes in regulations and their impacts on ERSO
programs as well as disseminate this information to senior research
administration and faculty. The ERSO Financial and Compliance Analyst is
responsible for creating, implementing, and providing on-going
evaluation of appropriate business processes, procedures, controls and
training programs as well as the departmental budget and internal
monthly reports and ad hoc financial reports, as needed.

Responsibilities:
•Budget Development and Financial Support (35%)
-Work with the Deputy Director to provide financial management support
to the ERSO Assistant Dean in developing annual budget and operating
plans for allocating ERSO support services unit resources to achieve
ERSO goals and objectives
-Administer, monitor, and manage ERSO general operation and
discretionary funds
-Provide accurate monthly financial reports to the Associate Dean,
Assistant Dean and Deputy Director
-Utilize BAIRS/BIS reporting capability extensively to extract data from
BFS, HRMS and BIS data warehouse to ensure compliance in financial
administration and human resources management

•Compliance Management (35%)
-Undertake strategic risk assessments of the various ERSO research to
identify areas of highest risks and needs for controls
-Play a lead role in the strategic assessment of gaps, inefficiencies
and inconsistencies in internal systems for ensuring research compliance
-Create appropriate common compliance systems for all centers in the
ERSO research community
-Serve as the internal expert on research administration compliance issues
-Assure properly conducted research in terms of financial tracking, and
avoidance of negative publicity, regulatory penalties, or funding agency
sanctions
-Responsible for monitoring and informing the organization about changes
in federal and state regulations
-Independently determine the need for legal review and/or SPO approval
for exceptions to standard practices and procedures
-Decide which problems to bring to the attention of the Deputy Director,
while keeping both her and the Assistant Dean of Research informed
across all issues

•Administrative Management and Planning (30%)
-Monitor the effectiveness of, and conduct reviews for, appropriate
compliance and fiscal control across ERSO grants and contracts without
undue administrative burden
-Develop and deliver training for ERSO compliance procedures, including,
but not limited to financial and safety issues
-Participate in planning discussions for ERSO’s financial organization
structure, business processes and organizational readiness for
implementation of new campus systems or new administrative initiatives
which will impact research administration and support services
-Establish continuous improvement systems to enhance functionality based
on feedback from users
-Work closely with SPO, Academic Personnel, Accounting and Financial
Services, as well as Budget and Financial Planning

Requirements:
•Knowledge
-High level of professional knowledge in the principles of finance and
compliance processes
-Extensive knowledge of and ability to run reports from BRIO/BIS, BAIRS,
and HRMS
-Extensive experience in compliance management and related knowledge in
the areas of law, policy, and regulation
-Familiarity with the principles of allocation, allowance, and
reasonableness and an in-depth knowledge of OMB A-21, A-110, A-133, and
other federal rules and regulations
-Flexibility, resourcefulness, and creative approaches to unique
problems, as well as an understanding of the wider campus context in
which these problems must be addressed
-Knowledge of and the ability to apply system-wide, campus, and college
policies and procedures that govern research administration and
financial management
-Ability to develop and monitor project and departmental budgets
-Knowledge of regulations and safety practices related to research work

•Skills
-Advanced financial skills including the ability to analyze data and
create useful reports presented in logical, clear, and concise formats
-Demonstrated management experience in implementing change in a complex
evolving environment
-Experience in analyzing organizational needs, developing processes and
implementing procedures
-Very high level of political acumen and communication to interact with
a diversity of individuals and work teams at all levels of the
organization with influence and persuasion
•Abilities
-Demonstrated ability to work as a member of a team/task force and to
provide expertise to a large multi-functional staff
-Ability to exercise a high degree of independent judgment and innovation
-Effective at solving problems, not just defining them
-Ability to identify and overcome barriers toward successful completion
of a project
-Ability to develop and deliver training for effective contract and
grant management in group or one-to-one settings

•Other Requirements
-A minimum of 10 years of professional work experience including
relevant experience in a college or university setting
-A Master's degree in Business Administration, or equivalent combination
of education and experience
-In-depth understanding of key applicable federal and state legislation
-In-depth understanding of relevant policies that govern the
University’s research funding practices
-Conflict resolution skills and advanced coaching and communications
skills including influence
-Experience in developing and writing internal policies and procedures
-Successful completion of a criminal background check
-Experience working in the early stages of a new organization highly
desirable but not required

The annual salary range for this position is $49,600 - $89,300.
