Apparently, PL 103-333 (1995 Appropriations Act for Depts. of Labor, HHS and Education, and Related Agencies) and PL 108-199 (2004 Appropriations Act for Agriculture, Commerce-Justice-State, District of Columbia, Foreign Operations, Labor-HHS-Education, Transportation-Treasury, VA-HUD, and Miscellaneous Appropriations and Offsets) and surely others, contain the same or similar language. It appears to me that federal grantees are flowing down this language in subawards because it exists in the funding agency's appropriations language.
