Did the applications to the federal agencies indicate that their funds
would be used for matching for the private group's project?

Our federal application is already funded and the proposal to the private
agency is being submitted this week.

The federal project's funds definitely would help launch the project funded
by the private group.

Do the feds need to approve it?
