Faculty at our institution (College of Charleston) who teach summer
school are paid 7.5% of their 9-month base salary for a 3-hour course.
Slight adjustments are made if the course is 4 hours (slight increase in
pay) or if it is team taught (both instructors get less than the 7.5%
per depending on headcount).  Students pay regular tuition for the
summer courses.  Our summer school program is budgetarily independent;
tuition collected must not only cover costs but must also bring in
excess revenue for the institution.

A PI receives a grant in which she requested five weeks of summer pay at
the regular rate of pay for three faculty members who will be delivering
a five-week intensive field and laboratory research course (probably
will be 4 credit hours based on contact time).   The grant will also
cover all supplies, materials, travel, student stipends ($2,000) to
defray room and board expenses, etc. and the sponsor is reimbursing full
indirect costs.   No funds for tuition payments for students were
requested or granted.

Question 1:  If the sponsor is paying for 100% of the direct and
indirect costs of the course, can/should the institution charge the
students tuition or is this "double-dipping?"

Question 2:  Should we restrict the faculty members' pay to the rates we
normally pay our other summer school instructors (the approx. 7.5% of
base pay), or is it ok to pay each one for the full five weeks at
his/her regular rate of pay (which is significantly more than the 7.5%)
since the sponsor has approved payment of that salary.  (In other words,
do we have a "consistency problem" if we pay the faculty on the grant by
a different formula than what we pay our institutionally funded summer
instructors?)

Question 3:  If we have a consistency problem, is it alleviated if we
develop a policy on externally sponsored summer school courses that is
applied to all grants and contracts but that differs from our normal
summer school policy and procedures?

Question 4:  Has anyone who has had a similar circumstance developed a
good, workable policy that addresses sponsored instructional programs as
they relate to faculty pay and student tuition charges?
