This is the way it has worked for us with two problems.
One application was too large to go through our university email
(greater than 10mb) so the PI brought it to our offices on a portable
disk.
Only the person who submits the application gets the receipts and can
check on status. I have working on having a "group" submitter. A
"nom-de-système" with a group email. Thus all of our submitters (no
matter who actually pushed the button) will get the info and have
access.
Oh, yes, there is the little matter that the system is so crude that it
will not work on Macs and other non-PC machines. A problem for us with
only 2 computers out of 50 in our office being a PC. An estimated 30%
of our faculty and research staff do not use PCs.
The process has gone smoothly enough that I would be happy to get rid
of all the rogue (rouge?) systems in the government -- education, nasa,
defense, HRSA, NSF, NIH etc and use just Grants.gov. I wonder how much
money would be saved agency-wide if they all stopped working on their
own proposal submission systems and used Grants.gov?
