 I would be interested in your compilation of policies on late
proposals.  =20

 The statement that research generates research administration is
basic;  we are enabling efficiencies and protections for the PI and the
institution though we must know some look at administration as only a
nuisance.  Since 1100 when universities started, they have been set up
for the faculty.   My experience is it is a community norm and only the
faculty can tell the faculty what to do --i.e., only faculty change the
norm.  It is very effective to have a school Dean issue a letter when
the proposals have to be in.  Then the latecomers are always helped with
processing, but told on the spot as they submit their proposal, to
please not do that again as we can not guarantee to assist them in a
timely manner next time and refer them to the Dean's letter.  Most will
do better.  For the hard core faculty who still do not comply, the Deans
have to decide how and when they will follow up and make an issue with
them.  Without the Deans and VPs who are elected by the faculty support
things will not change.   With the Deans support the problem is never
eliminated, but the situation is improved and manageable. =20

Susan et al.,

Everyone has the same problem.  We have resorted to a big (BIG) red
stamp which says "Insufficient Time for Review" which goes on our
internal form and a form that goes back to the investigator with the
various problems listed on it.  We will not stop an application from
going out unless the person is trying to do something illegal, but we
document that it was a mess coming in (late) and we could do little to
get it in shape in the time we had.  We also usually have a conversation
with his/her lab head about mentoring, if it is a junior person.

past everything was done to get a proposal submitted on time even when
the PI submitted it very late - resulting in sloppy work, late hours

How interesting.  I have recently met with HR and Affirmative Action at
my institution (also a public, state institution) about this same issue
The discussion came about because a PI insisted that she had to hire
someone named in a grant application.  While her need to hire this
person was something of a straw dog, the issue itself is very important
and we wanted to come up with an institutional guideline before it
happened again.

The consensus here was that naming on a grant has no "legal" authority.
From the HR perspective, it bypasses the approved institutional hiring
procedures.  From the Affirmative Action perspective, it constitutes an
unofficial "waiver" of pre-hire AA review.

Does your HR office approve this process?  What about issues of
affirmative action review?

Good afternoon.  It is our practice if a person is named in a proposal
no further recruitment process is required.  This does vary from our
regular recruitment process but it is our position that the sponsor
and the PI have agreed on the expertise required and the key people
critical to the project.

We encourage our PI's to start recruiting for staff as early as possible
even prior to an award being made.  Since all of our recruitments are
contingent upon availability of funds if an award is not made we do not
have a commitment to hire.

Good Afternoon,

Would you be willing to share your institution's policies with respect
to hiring on sponsored projects?

Specifically, I would be interested to know the process of hiring people
who are not current employees but are named in the proposal budget.
Does this process vary from your normal hiring process?  (Ex. Are
positions posted internally or for a shorter period of time?)  If the
hiring process is different, how does it relate to your Affirmative
Action Statement?

Also, are PI's allowed to start the recruitment process prior to
officially receiving an award?  If so, does your HR department need a
fund or account number in order to start the recruitment/posting
process?

Hi Maria,

Our Grant Accountant uses SCT Banner Research Accounting module for
post-award mgmt and I, being new to this gig, am just beginning to test
the pre-award forms.  So I'm not yet sure of everything the RA module
has to offer but, since SCT Banner is inherent here, I'm willing to give
it a shot.  I'll let you know what progresses.
