It's standard practice at the time of proposal to fax a Letter of Intent to the subawardee with both Institutional Officials signing.

Considering that an institution is verifying that this agreement is in place at the time of submission, I wouldn't think it's wise (or ethical) to do otherwise.  Additionally, it's best practice to assure that the subcontracting institution is in agreement with what's been proposed.  You don't want to find out at the time of award that they can't use a needed piece of equipment, their F&A rate is really 10% higher, or the faculty member does not have release time for the proposed scope of work.

IMHO it's always the best practice to have everything clearly stated in writing at the time of submission so everyone is on the same page at the time of award (or at least closer to the same page!)

According to the NIH grants policy statement
(http://grants2.nih.gov/grants/policy/nihgps_2003/NIHGPS_Part12.htm#_Toc5460
0251),

"The signature of the AOO on the application signifies that the applicant
organization and all proposed consortium participants understand and agree
with the following statement:

'The appropriate programmatic and administrative personnel of each
organization involved in this grant application are aware of the NIH
consortium agreement policy and are prepared to establish the necessary
inter-organizational agreement(s) consistent with that policy.'"

I would like to know what measures institutions take, if any, to get
proposed consortium participants to agree/sign to this clause at the time of
application. Is it really required at this stage, or can it safely be
delayed until the award is announced?
