It's standard practice at the time of proposal to fax a Letter of Intent to the subawardee with both Institutional Officials signing. Considering that an institution is verifying that this agreement is in place at the time of submission, I wouldn't think it's wise (or ethical) to do otherwise. Additionally, it's best practice to assure that the subcontracting institution is in agreement with what's been proposed. You don't want to find out at the time of award that they can't use a needed piece of equipment, their F&A rate is really 10% higher, or the faculty member does not have release time for the proposed scope of work. Is it really required at this stage, or can it safely be delayed until the award is announced?
