Colleagues:

We have a faculty member submitting a GOALI proposal to NSF.  The
guidelines indicate that you need to include a DRAFT joint agreement with
the industrial partner on publications and intellectual property with the
proposal.  However, my faculty member is telling me that the program
officer has indicated that she wants a SIGNED agreement submitted with the
proposal.  Apparently the program officer had a bad experience where a
GOALI award was made and then the institution and the industrial partner
were unable to reach agreement.

Has anyone else had a similar experience?  I find it unusual to have to
spend the time to negotiate IP terms when there is no guarantee we will be
funded.
