Hi Mary,

The language in our Rate Agreement is:

 This organization charges the actual cost of each
 fringe benefit directly to Federal projects.  However,
 it uses a fringe benefit rate which is applied to salaries
 and wages in budgeting fringe benefit costs
 under project proposals.

It then lists the fringe benefits that are treated as direct costs.

We are a relatively new small College and are preparing our indirect
cost
proposal for submission to DHHS but were wondering what are the rules
concerning fringe benefit rates.  Are we required to have them
established
by DHHS at the same time as our indirect rates are established or can
we
use actual fringe benefit rates?
