GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

Under the general supervision of the Associate Director of Pre-Award and Regulatory Compliance, responsible for pre-award duties.  Duties include:  review of grant and contract applications and renewals, prior to submission;  serve as primary contact for Principal Investigators, regarding grant and contract applications;  work on special projects as assigned by Associate Director.  Provide supervision to Proposal Development Specialists.  Provide backup to Supervisor of Regulatory Compliance, as directed by Associate Director.

ADMINISTRATIVE DUTIES:

Shares responsibility for the effectiveness of the Grants Administration division to ensure that high quality financial services are delivered in accordance with applicable policies, procedures and professional standards.

Conforms to hospital standards of performance and conduct, including those pertaining to patient rights, so that the best possible customer service and patient care may be provided.

Utilizes hospital's values as the basis for decision-making and to facilitate the division's hospital mission.

Follows established hospital infection control and safety procedures.

Performs other related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Interviews, hires and trains all new Proposal Development Specialists.

Is directly responsible for the performance, supervision and coordination of work activity for the Proposal Development Specials.

Review grant and contract applications prior to submission for completeness, compliance and accuracy.

Interact in a professional manner with hospital departments and sections in requesting changes/corrections/additions to application materials.

Participate in developing and improving systems to process application materials in a timely and efficient manner.

In cooperation with Associate Directors and other Supervisors, conducts training, education and orientation sessions for new Principal Investigators, Administrators and staff to ensure mutual understanding of grant and contract requirements and policies and procedures.

Act as a knowledge resource to Grants Accountants regarding questions on pre-award matters, including non-competing continuations.

Maintain required level of professional knowledge by attending appropriate training programs on research administration as requested by Associate Director.  Communicate the knowledge gained at conferences and seminars to staff.

Remains current on all changes to fiscal, programmatic and compliance regulations.

Ensure that all deadlines are met, that work performed is of the highest quality, and that the research community's needs are met.

Work with the Associate Director and Proposal Development Specialists to assist Principal Investigators in locating prospective funding sources.  Develop expertise in identifying and disseminating funding opportunities.

Assist Principal Investigators in the development of budgets for proposals and the editing of these proposals before submission ensuring that all necessary information is included and accurate.  This includes, but is not limited to, regulatory forms, mission statements, bio-sketches, budgets, and budget justifications.

Perform all necessary pre-award function upon receipt of an award from a funding agency.  This includes, but is not limited to:  ensuring the award information is accurate; communicating and/or negotiating with the sponsor if award data is different form that which was submitted;  distributing award data to necessary parties.

Participates on institutional committees and task forces as needed.

QUALIFICATIONS AND ENTRANCE REQUIREMENTS:

Bachelor's degree required in Accounting, Finance or Business or Health Administration.

A minimum of five years experience in pre- and post-award Grants Administration with at lest three of those years on a supervisory position is required.

Has demonstrated working knowledge and expert application of federal (and knows or has the capability of learning state and local) regulations and guidelines for the conduct of research and service-related programs.  These regulations include OMB Circulars A-110, A-133, A-122 and preferably OASC-3 and PHS grants policy statement.

Requires excellent communication (both verbal and written) and interpersonal skills including the ability to interact effectively and patiently with a diverse clientele and individuals with various levels of knowledge in situations involving competing opinions, significant deadlines, pressure, and multiple competing tasks.  Has demonstrated excellent presentation and organizational skills.  Performs with high level of attention to detail.

Must be able to work independently, and make independent decisions in a multi-faceted, multiple-priority, fast-paced environment.  Has demonstrated professional manner and level of confidence.

Must be a dedicated team player, with a willingness to learn and grow within the organization.

Requires a comprehensive knowledge of Microsoft Access and Excel software packages.  Individual should have strong interpersonal skills with a high degree of analytical ability.
