Agreed, but the prerogative should be exercised with great caution and with the knowledge and consent of the subproject director. A better way is for the PI to state expectations when the grant begins, monitor expenditures, give the CIs a monthly report on expenditures, get explanations for large unspent balances, and negotiate solutions. Limits and parameters are the general and specific conditions of the award, of course; beyond that, get something in writing between the CI and the PI, like e-mails. Peter J. It is my contention that the PI has the official (limited) prerogative/authority to re budget without authorization from the CI investigators - In this case expanded authority is limited.
