Center Grant/Rebudgeting/Limited Expanded Authorities

Need some assistance and perspective on a brewing dispute:
Budget subprojects of this center grant was going to be under spent at the
end of the first budget year (no carry over requested or authorized); The PI
(with agreement of Co investigators) re budgeted and expended the money. Now
one Co investigator does not recall the agreement and now is demanding a
payback on the second year.
It is my contention that the PI has the official (limited)
prerogative/authority to re budget without authorization from the CI
investigators - In this case expanded authority is limited.
Given that the PI has limited latitude to re budget the center grant
(limited expanded authorities); exactly what are those limitations and
requirements?
