This is a late response, but the notice you referenced would not apply
to a current K award. This is effective for applications submitted
2/1/04 and beyond, which would be for a K award that is just being
awarded 11/1/04 or later.
My interpretation is that the notice does not apply to a K02 mechanism
because it is expected that most candidates for a K02 award will have
research support at the time of the award. If you need additional funds
to bring the candidate to 75%, under expanded authorities, institutions
may rebudget funds within the total costs awarded to cover salaries
consistent with the institution's salary scale provided they don't
exceed the current NIH salary cap.
