I think the University of Kentucky, Debbie Davis and Wendy Baldwin have
handled this pretty well; Kentucky lists the awards by department in a
Primary and Collaborative Award report (non-duplicated numbers) and then
in the "Expanded Awards Reports" the total award is identified with
anyone who is identified as an investigator on the project.  The
expanded awards report details award and identifies all of the
investigator, with the lead investigator identified with an asterisk.

While not perfect, someone could complain that an investigator who is
devoting 5% on a $20 million center award is getting the same level of
credit as the lead investigator, it is a relatively uncomplicated
approach and recognizes team participation and provides credit to new
investigators.

I faced the same problem a few years ago. Faculty were complaining that
my annual report only listed the primary PI, not the co-PIs or other
collaborators.  So I added a column in the ACCESS database I use to
collect proposal and grants data and changed the format of the annual
report to show all who are involved in generating the proposal.  (Check

click on Appendix D.)  Those complaints disappeared.

But I'm expecting a new one anyday.  I haven't figured out a way to
include those proposals in the summaries in this report and others, so
that even though collaborators appear in the list of proposals submitted
the dept and college totals only aggregate by primary PI.  If anyone
knows a fix for that, please share it.
