Need advice for paying people under a jointly funded institute

Here is the background: Our University, along with a private hospital,
have agreed to jointly fund a research institute until they can become
mostly self sufficient by the projects they bring in. We anticipate
they will never really be fully self sufficient. Expenditures
including rent are kept track of and at the end of the year, we settle
up so that both institutions share the expense equally. Most of the
grants for Institute Research are sent through UMass because we really
have a better infrastructure to handle sponsored research. The
University has approved adjunct appointments to some of the people
working out of the Institute who are hospital employees to make the
eligible to be UMass PI's on their projects. Now comes the problem.
How do we pay them? I say we can't subcontract back to the hospital
because you can't have one person serve at two institutions as PI
because this would be a conflict of interest. If we pay them through
UMass, they now have two appointments which can really cause a problem
with their retirement benefits, health care, etc. Is there anyone out
there with words of wisdom on this subject or who has had a similar
relationship? Any feedback would be greatly appreciated.
