Jennifer, We inquired about this when we were submitting ERC proposals and received the following reply. It appears we should check with each Directorate individually. On October 14, the National Science Board approved a change in the current National Science Foundation policy on cost sharing on solicited research. Because it will take time to implement this policy, the NSF Office of Budget, Finance, and Award Management has left it to the discretion of the Directorates to decide if cost sharing will be required for currently open solicitations. The Assistant Director for Engineering, John Brighton, made the decision to continue to require cost sharing in open solicitations, such as the ERC solicitation. Therefore, ERC preproposals will be required to include a commitment for 20 percent cost sharing as stipulated in NSF 04-570.
