Sandra:

I ran into the same type of deal with a USAID grant in Africa.  We had the
PI kept a log of expenditures, and if possible obtain a signature from the
payee.  Not the best, but it's as good as we could get under the
circumstances.

Check with the sponsor.  They may have ideas, too.
