It is certainly possible to do research -- scholarly activity -- in a
museum. However, most who fund such activities are likely to have
significant restrictions on the amount of F&A they pay -- fact of life!
Similarly for instruction.
However, if you also have F&A rates for "Other sponsored Programs", that
would be appropriate for all other museum activities. And, again, even
those activities may be funded by sources who have limits on F&A.
These limitations of F&A should be given strong consideration under your
F&A collection policy, as Museum activities are a real plus for an
institution, even is you have to "eat" F&A. And in almost all cases,
unrecovered F&A can be cost sharing, something these funding sources like a
lot.
