Never got funded at a higher rate, and gave up trying since the message
has always been that it would make you non-competitive.

This is an age-old question. The theory is that they will pay more
than 8%. I remember hearing years ago that someone got 15%.
8% is common.

We approve F&A rates below our negotiated rate when the sponsoring
organization has written, uniformly applied restrictions. FIPSE however
"does not specify a particular indirect cost rate...." , although they
use 8% as a reference point. I was wondering if anyone has proposed a
rate higher than 8% for the FIPSE Comprehensive Program? Has anyone
been funded at a higher rate? Any recommendations?
