Fran, that's USDA CYA for "Obey everything!"
So long as you are in compliance with all the normal stuff, and check for
special USDA stuff that you would not normally get (should be listed in the
program announcement, except for their screwy F&A rates, or something in a
special agreement if you are a land grant (which you's know about if you were).

Just be sure you know what the USDA expects as their part of the coop
agreement, and include a clause that if their delay in producing anything
they commit to delays your accomplishment of what you are to do, you will
not be required to produce your part on schedule.  And maybe even that you
will continue work rather than cease if they have failed to produce
something crucial.  Otherwise you could get into a bind if their program
people fail to produce on schedule but their grants people do not
understand that -- or do not care.  Pardon the presumption that this advice
was needed-- I don't know how much you have worked with USDA co-op agreements!
