Yes, for the most part. It depends on the application as well. Refer to the following NIH website to see if this applies to you. It covers your question as it relates to Applications in
response to those Program Announcements (PAs) and Requests for Applications (RFAs) that include a limitation on direct costs are to exclude from that limit the facilities and administrative (F&A) costs requested by consortium participants:

But most of the time, the direct and F&A cost of a subcontractor is total direct cost when figuring the primary applicants budget. But remember that typically when calculating your F&A on the project you can only charge F&A on the first 25k of each sub. Hope this helps.
