ARS recently revised their liability language to assist public
universities.  We believe the language is not an improvement.  In the
past, ARS has taken the liability clause out of the agreement or has
modified it but now they won't budge and if we do not accept we must
forfeit the agreement.  We have just a few days to decide since these
are FY 04 funds.

Do you accept this language?  Have you walked away from the agreements?
 Do you have any kind of state law that "authorizes" you or not to
accept this liability?  Please see the attached PDF file.  Thanks.
