Happy September Resadm,

I was just asked a question and I based my answer on NSF but I was
wondering if you all could shed some light on it.  The question was
"Should travel to Canada and Mexico be considered domestic?"  I
answered: "NSF does."

But what are the factors that contribute to Canada and Mexico being
considered domestic?  Same continent?  So, maybe, crossing large bodies
of water AND entering another country is the definition of foreign?

Do you think it is an insurance issue?  Is it the Fly America Act?

When I started in research administration, prior approval was required
for foreign travel.  In light of Canada/Mexico being considered
domestic, maybe prior approval was just an expense issue - is it worth
the expense to cross a large body of water to learn something at a
foreign conference?

Oh, Wise Ones of Resadm-land, why is Canada and Mexico considered
domestic?   Does your institutuion's policy define destinations in
Canada and Mexico as domestic travel?  In Post-9/11 America, should this
definition be reviewed, continued and/or discontinued?
