An interesting point came up the other day in discussion.
Can an institutional salaried employee, e.g., faculty member, be paid at
different rates for services of a different nature?  If so, what should be
done if the ratio of service A to service B changes?  And, of great
interest to this group, how would that be interpreted under A-21?  What
would be the "regular compensation" be, on  which the 100% effort is
determined?  And if a differential rate for differential services is
appropriate, how would one determine what rate was appropriate for what
sponsored program?
