We report awards on the date that we receive them. However, at the end
of our fiscal year (June 30) we delay publishing our annual figures
until August to "catch-up" with any late awards and protracted contract
negotiations and push forward any grants that start in the next fiscal
year. We also use this time to scrub our data (as our director likes to
put it). We double check for errors, check for faculty department
shifts, negotiate (referee) disagreements about reporting credit and
generally double check everything. This has worked well for us in the
past. We do issue preliminary results but try to make sure that they
are marked as draft and subject to revision. Once the annual report is
published, it becomes our official university total of record.
I think that a good reporting rule of thumb is
if the start date is later than the receipt date - use the start date.
if the start date has already past - use the receipt date.
That way, you don't miss things that come in late but everything else
will be reported in the appropriate month.
