Our Sponsored Programs office reports awards based on the date of receipt.
This report is done quarterly and submitted to our Board of Trustees.
Our Controller's office reports expenditures; we use this expenditure data
to complete the annual NSF R&D expenditure report & other internal reports
as needed.  We find this works well because the expenditure data is
auditable, the award report is more informational.   The award report that
goes to our Board also includes a resolution that allows the President of
the University to "accept" the awards received in the previous quarter.

We've been reporting in this manner for years.  Over the course of time
we've tweaked the format of the report (we now produce a report in
conjunction with our Advancement (eg. "Development") office), the format
allows our Board to see what we're doing and how well we're doing compared
to previous years because we also provide a snapshot comparison of this
year vs. last year, etc..

The important thing to remember is that when you report awards received,
the data is not auditable.

We track and report awards, for internal reporting purposes, based on
"received date".  In other words the official grant, contract, or other
related agreement must be signed, sealed and delivered to our institution
before it is reported as an award to our Board of Trustees or included in
our annual report.  Not everyone is happy with this method, for the obvious
reasons, but it does help us avoid double reporting and making certain that
credit is given at least once.
