We do do a bit of double counting when it counts to those gray area "grants." The Foundation includes all the University sponsors in their thank you roll (including those agencies that awarded grants to the University). The Sponsored Research Office counts those of course and only counts the ones from the Foundation that behave like grants or ran through our office. We do take "credit" in our own reports and the Foundation does too. -----Original Message----- From: Research Administration List [mailto:xxxxxx@HRINET.ORG] On Behalf Of Robert Beattie Sent: Tuesday, August 17, 2004 4:06 PM To: xxxxxx@HRINET.ORG Subject: Re: [RESADM-L] Whose money is this? It is The College of New Jersey's Money. Why cannot both units take "credit" in their own reports. One office reports on money received from certain funders. The other office reports on money received for certain purposes. Is there a need for the two reports to add up to all the money received? Money has both a source and a purpose. Who manages the money is another matter. It is the credit and the Data that the Development office needs. They can even send thank you letters and make the funders members of the President's club. There should be care taken that the there are not tax problems for the funders if grants are counted as gifts, however. If the Development Office wants to manage research money from a corporation, ask them how they will monitor the human use issues and other certifications that are needed. Tell them to be happy with credit and data. The Development Office believes that they should receive credit for any funds that come from corporations, foundations and private sources. They would like for that funding, even if it is for research and comes with reporting or other requirements, to be counted as Development money. What follows is a typical example. The College recently received funding from a corporation that paid summer stipends to chemistry students for research projects, and that required a reporting on that research to the sponsor at the end of the summer. Development refers to this as "a gift that requires a report" and is arguing that the money ought to be processed through the College Foundation because it came from a corporation and would help inform Development's future fund raising efforts with that corporate sponsor. Further, since this Grants office is already a One Stop Shop, and is well-equipped to administer and monitor grants, Development would also would like us make this "a cooperative effort" whereby we would handle the work of budgeting, reporting and general administration of the funds, after they have been counted as Development money. To us (in Grants) it seems obvious that the function rather than the source of the funds determines how they are to be processed. All parties agree that this argument has been put forward many times, but folks outside of the Grants office are simply not convinced. Any thoughts?
