Hi Rochelle,

It's been a few years since I worked in the Office of Research &
Development at EPA, but here's what I remember about quality assurance
plans (probably very similar if not the same thing as these quality
management plans).  The intent of these QA plans is to have something
like a standard operating procedure (which is the intent of ANSI types
of guidance).  Again, this theory would hold that IF someone wanted to
reproduce your results in a similar laboratory environment, they could.
I've always thought of this type of QA "stuff" as being fairly common in
engineering disciplines where they use standard sample sizes, etc.

While EPA's guidance at www.epa.gov/quality looks pretty daunting, I'll
bet you can follow what they call project-specific guidance.  Look under
the section entitled "Information Specific to non-EPA Organizations".

for EPA that we could review?  The plan is for managing environmental
data,
not facilities or toxic releases.

Given our decentralized organization, this might be something of a
challenge
to develop.  It would be helpful to view other institutions' plans.
