I would argue that once a person of above average IQ is shown how to use the usual web-based search tools, identifying a grant to apply for is easy...and certainly not a limiting factor in securing extramural funding. A more enlightened grants development approach includes the more difficult tasks of getting people motivated to do their first sponsored research, helping them to navigate the 40 page RFA you throw at them, and somehow ensuring that there is guidance during proposal development. An even greater challenge (if your goal is to increase funding) is motivating the best people, who are already funded to the gills, to apply for more and bigger grants.
