I'd share the NSF recent documents. They provide very clear guidance.

Subject: [RESADM-L] cost sharing on NSF proposals
One of our faculty members who is working on an NSF proposal was quite
upset that I did not suggest that the College cost share her summer
salary.
She had heard from a colleague at another institution that this would
make
her project more competitve. I told her that NSF does not consider the
budget as part of the peer review and that cost sharing is not allowed
unless required. I also recall speaking with someone at NSF about this
and
was told that cost sharing summer salary would be mean student tuition
dollars are paying for faculty research. Any thoughts on this?
Thanks.
