It can be an appropriate direct charge if other users of the services are
direct charged.  Not specifically noted in A-21, but falls under the
"consistency" requirement.  If you do direct charge other users, such as
departments, you can give them a budget allocation to cover it.  Just don't
treat sponsored programs differently.  And consider if you are going to
charge just for a direct cost to some third party, or you are going to
operate as a "service center" to cover the costs of those implementing the
program.
