Let me just caution those of you who are already registered with CCR and believe this is OK for submitting proposals that it wasn't in our case. There was one entry we were not told about which we had never needed, and which did not show up on the summary one way or another, that needed to be filled in before we could submit (the marketing number). Once you even LOOK at your documentation on line, the system thinks you have changed something and it takes three more days for it to register the "changes" it thinks you have made. During that time, you can't submit proposals. So if you think you are going to submit through grants.gov, take a careful look at all the fields that need to be there PLENTY of time before you need to submit. Joni. You will need to be registered with CCR in order to make an application via Grants.gov. If you cannot apply without being registered that is almost like needing to be registered to receive an award :) This will be the case for all federal grant giving agencies. Grants.gov may not be required for sometime yet but I suspect it will come. By the way when you say "you" I assume you mean the university or other agency applying for the grant, not the individual principal investigator.
