At the present you do not not need to be registered with CCR to receive
grants.  You will need to be registered with CCR in order to make an
application via Grants.gov.  If you cannot apply without being
registered that is almost like needing to be registered to receive an
award :)  This will be the case for all federal grant giving agencies.

Grants.gov may not be required for sometime yet but I suspect it will
come.  By the way when you say "you" I assume you mean the university
or other agency applying for the grant, not the individual principal
investigator.
