I have a BA in English, an MPA, and a JD. I think that creating a degree program for Research Administration is overly specialized. It seems that such a micro-specialization is more appropriate for a trade school rather than an academic pursuit. What I have found (and this is a gross generalization, so I apologize if I offend anyone) is that too few people learn the basic skills of writing and analytical thinking and focus on specializing in a very small area of knowledge in their college education. I am a fairly inactive member now but the Council was always eager to work with any institution that might have an interest. What is needed for that kind of commitment from an institution is an assurance that there is need. This might be a worthy project for SRA for example. Once the numbers are there, activity will follow. Your idea Jennifer about distance learning would probably be the most efficacious for this purpose. I am sure there is great need but geographic considerations do come into play and reduce the numbers for any given institution unless there is a way to reach out across the country.
