The body of knowledge developed by the Certification Council is an excellent
starting point for design of a program. I am a fairly inactive member now
but the Council was always eager to work with any institution that might
have an interest. What is needed for that kind of commitment from an
institution is an assurance that there is need. This might be a worthy
project for SRA for example. Once the numbers are there, activity will
follow. Your idea Jennifer about distance learning would probably be the
most efficacious for this purpose. I am sure there is great need but
geographic considerations do come into play and reduce the numbers for any
given institution unless there is a way to reach out across the country.

A colleague and I recently played with the idea of a degree program in
research admin and very quickly came up with the following. It needs
refining, but is a starting point.

1.  Locating funding for grant and contract activity (covers database
options, types of agencies and programs, developing relationships,
etc.)

2.  Proposal Development

3.  Managing an institutional sponsored programs office including
institutional review and recordkeeping for sponsored programs.

4.  Fiscal and budget management for sponsored programs including fiscal
reporting, OMB procedures and practices, audit issues, and close out
procedures.

5.  Award negotiation and post award project management

6.  The management and protection of intellectual property.

7.  The protection of human subjects, or maybe that belongs in a broader
topic of the management of assurances and compliances that would also
include animal care and use, radioactive and hazardous materials, scientific
misconduct, conflict of financial interest, and all the federal
requirements.

8.  Structure and operation of a technology transfer operation

I did my graduate work in Health Administration, which also had a lot of
useful courses... but not right on target. The best part was my master's
thesis work which was self-selected and done on establishing training
programs in research administration.

I would like to see an accredited distance learning master's level
certificate program established that could be accessed by research
administrators from their home institutions.  It has been discussed by the
professional society leadership for years, but just hasn't come to pass.

What courses would you recommend should one be developed?

No, but I took an M.P.A. (basically an M.B.A. but with focus on
not-for-profit and public sector) and that has worked out pretty well. There
are many institutions which offer this degree. Joni.
