This difference is an enforced "Voluntary Committed Cost Sharing". It may
be paid from any appropriate source for cost sharing (clearly not another
federal source). Currently our institution makes it a departmental budget
charge (set up as a cost sharing subaccount for tracking purposes) unless
the department specifies another account. We have not experienced this
among our AY faculty (bulk of NIH support is among our CY faculty, and
those are the major departments where salary rates exceed the cap), so no
specific solution for summer months.
