Jennifer, Generally, DOD grants are subject to the DOD Grants and Agreement Regulations (DODGARS) which do normally allow "expanded authorities." Note that the DOD awarding agency can restrict in the award the ability to rebudget funds from indirect to cover extra direct costs. You should review Section 32.25 of the DODGARS to inform yourself. DODGARS requires prior approval of change of scope, reduction of effort by > 25 % or absence of PI for more than 3 months, and change of key personnel. Steve R.
