I need some quick info concerning DoD grants...

What is the post award environment like for these?
Do you generally have expanded authorities for rebudgeting?
What are the restrictions for changing efforts?

here's a weird one:  I need to borrow a handheld infrared pyrometer that
will measure up to 1200 degrees centigrade.  I will happily pay all
associated shipping costs and give you my dogs to hold as hostages.  anyone
with a line on one of these that can be spared for a month or so until ours
arrives, please let me know.
