The revised Section J 45 a (3) of OMB  Circular A-21 states:

During the academic period, the student is enrolled in an advanced degree
program at a grantee or "affiliated" institution.....

Does anyone know where I could find the definition of "affiliated"?

also - what happened to the "employer employee" relationship.  Is that not
necessary anymore?  Is the intent to relieve the strict interpretation of
the relationship of the student and the institution, recognizing the
special relationship of training and educational programming?
