We had this happen twice in biology, though not recently. Sometimes
reviewers and program officers believe a project should include an
additional component/aspect, but realize that it will involve additional
costs.

Subject: [RESADM-L] NSF revised budgets -- even numbers?
We just had a request from NSF's CISE division to submit revised budgets
with specified amounts each year (original budget rounded to nearest
thousand) which will end up with a grant award of $75 more than our
request.
This has never happened before so I'm curious and thought those of you
get many more NSF grants each year might have some insight. Is this
a new NSF policy? CISE policy? or just some program officer's
individual quirk?
