I continue to urge folks at universities not to use language related to "redistribution of IDC". This process is simply cost recovery of prior expenditures.
A more accurate term IMHO would be something like "rewards based on grants resulting in recovery of IDC".
That way those of us who recruit PI's from such institutions don't have to do so much re-education re an implicit shell game.
