Linda, Roswell Park is a Comprehensive Cancer Center which means clinical as well as research functions; we file a Medicare Cost Report both to establish Medicare reimbursement rates and our DHHS Indirect Cost Rate. We "step down" the costs and apportion them to the various departments based on square footage used... I would think you would need some mechanism to allocate costs between clinical and research activities and the Medicare Cost Report serves this need.
