They sometimes do this with international grants when there is a
collaboration between a US institution and one in another country.  I am
not aware of an R01 type situation where they would do this.

A new faculty member told me that he has heard that NIH has a mechanism
through which they can award funds for a multi-institutional project
directly to each participating institution, similar to the NSF
Collaborative award mechanism. I have searched the NIH GPS and 398
information and do not see any evidence of this type of program. This is
for R-series awards (R01s).

This PI is trying to to avoid subcontracting, and if NIH would award
each
piece to each participating organization, that would definitely avoid
subcontracting; but I see no evidence that they will do this.

Has anyone heard anything about NIH granting awards in this manner?
