Agree with previous comments, "Don't leave money on the table!"  I do note
that we WILL NOT allow a for-profit to claim they don't pay F&A
costs.  They MUST pay the full cost of research or we are subsidizing
private profit with public funds.  This doesn't apply to a charitable
foundation of a for-profit.  And in a few cases where a for-profit is
really supporting a public goal we will make an exception, but we will
ensure that the research results do not go the for-profit until made
available to all.  (The for-profit could also make a gift for the purpose
of supporting this research, but might, for its internal purposes, prefer a
research expense to a research gift.)

My standard for measuring the research activity as on- or off- campus has
been the personnel costs.  Any measure made consistently would work, but
effort best describes "how much" research in each category, and personnel
cost is the measure of effort that can be used from the proposal through
close-out, whereas a direct measure of % effort not only is unavailable
until afterwards, but is often poorly or inaccurately recorded.
