The program officer is also the grants officer at the Department of
Education, so yes, they can approve the cost sharing reduction.

Can a program officer send a letter approving the reduction in cost
share
on a federal project (US Dept. of Ed.) or do we need to have something
more?  This is after the award has been made and the cost share was
voluntary committed.
