Effort Certification and Hospital Physicians

My question relates to PIs who are not employees of the hospital in which they are performing research.
We are a subawardee on a federal grant; the contract is awarded to the hospital, with non-employed physicians as the PI & Co-I.
Although there is grant funded PI & Co-I effort with associated salary dollars budgeted, and additional PI & Co-I effort indicated as cost share, we are not presently paying the PI & Co-I for their efforts. No payment has been sought by the PI or Co-I, yet they are performing the research. (We are in the 3rd year of funding on this project.)
How do I document effort? What is the institutional base for effort certification?
Any insight you can provide is MUCH appreciated!!
