Another solution would be to negotiate with your health insurance carrier
that recipients of T-32 awards will be treated as employees.  If that is
possible, then you can give them employee-only coverage (they personally
pay any difference to get family coverage, if appropriate) and charge the
institutional share of that to the T-32 grant account.  Obviously this
depends on what you can negotiate with the insurance carrier.
