As part of the recent thread regarding proposal submission, how many out there that allow the submission by other than the Sponsored Programs Office(or its close relative) review the information submitted after final sign off to ensure that no "new or revised committments" have been inserted into the application?  Example:  When the proposal was routed through for sign off the PI was going to devote 15% time and request same in salary, but in the final version submitted by the PI  after editorial corrections and some new data charts to the agency following sign off said 25% time and NO salary.
